About the office

On May 4, 2026, the Board of Supervisors adopted limited ordinances on on-site wastewater (sewage) and on right-of-way safety and maintenance, after a widely advertised public hearing on April 28, 2026. Developments should be established in compliance with any and all applicable ordinances adopted by the County.

New homes and businesses: 911 address and utility connection

The wastewater ordinance's requirements are combined with the existing application for a 911 address and floodplain management, with no fees beyond those already established for 911 addressing and floodplain review.

To get a 911 address and authorization to connect utilities, contact the Board of Supervisors permitting office at 601-333-0115 or cd@scottcountyms.gov. The office, which is located on the 1st floor of the courthouse, will help you start an application; the E-911/EMA office assigns your address. To avoid complications, it is strongly recommended that you contact the county before you establish a residence or business or having any residential or commercial structure placed on the property.

Utility work in county right-of-way

Utility providers that install or alter utilities in the county right-of-way must meet the requirements of the right-of-way ordinance. For permits, contact the County Engineer, Matthew Miller, at 601-627-7780 or mmiller@benchmarkms.net.
